Various points need to be considered when interpretting the above figures:

The figures are April to March to match the LTP periods. The LTP1 covers the period 1 April 2001 to 31 March 2006.
Before 2002 the figures are estimates because the methods of recording call numbers were not consistent across the UK. The estimate for 2001-02 is based on the average of three estimates: (a) the year assumed to be at the same rate as January to March 2002 figures, (b) the change from 2001-2002 to 2002-2003 assumed to be the same as the January to March figures for both periods, (c) the change from 2001-2002 to 2002-2003 assumed to be the same as 2002-2003 to 2003-2004. The 2000-2001 figures are a further extrapolation based on the rate of change in 2002-2003.
There can be many reasons for the changes in the number of calls. Service disruption, strikes, bad weather, planned changes to timetables, concessionary fares, can all affect the level of calls.
